The only chance an agent has is to instant splat the soldier, which is very hard to do since the soldier can easily cast ams after spamming RI like 3 or 4 times and be safe. Therefore, nerf the recharge rate leaving the soldier open to being alphaed. Therefore there is a risk associated with spamming RI.
